ABC Drivers

I have driven in 3 cities today. I have come to the conclusion that some folks with licenses still have no business driving at all. I am now a firm believer in retesting for drivers license every 5 to 10 years, more so as a person ages. However, bad driving is not an age dependent thing. There are young bad drivers and old bad drivers. Retesting should be done under different driving conditions such as rain, snow, and rush hour. Provisional licenses and license plates should be issued according to the testing results.

The provisions should be something along these lines:


A
Drive anytime in any weather during any season. Drive with any number of passengers of any age. Drive under adverse conditions (mother in law in car, AC not working, bad radio reception, etc.) without restrictions. Drive in the city or on the highway.

B
Drive only on sunny days and non rush hours times. Not allowed to drive with small children that are subject to whining or irritating. Not allowed to drive under adverse rage inducing conditions. Drive restricted to side streets and parallel or service access roads.

C
Only allowed to drive between the hours of 9 - 11 AM and 1-3 PM unless raining, snowing, sleeting, or any other water produced weather effect. Not allowed to drive with any passengers that might distract them or be killed by their otherwise lousy driving. Driving is restricted to neighborhood driving, driving to Wal-Mart, or driving to doctor appointments for eye exams.

D
Don't drive. The car is just for a status symbol. There should be no engine in the car so that the owner will never be tempted to 'take it out on the open road'. Waxing is optional.
